OLRB agrees with school boards
LINDSAY, ON – The Ontario Labour Relations Board of Ontario has ruled in favour of Trillium Lakelands District School Board and Upper Canada District School Board in their complaint against the Elementary Teachers Federation of Ontario (ETFO). Specifically the more than 70 page decision states that “the withdrawal of voluntary co-instructional (or extracurricular) constitutes a “strike” within the meaning in the Education Act.”
The two rural school boards filed a complaint with the Ontario Labour Relations Board (OLRB) in January. Both TLDSB and the Upper Canada District School Board (located in eastern Ontario) were troubled by the increasingly hostile pressure placed on elementary teachers by representatives of the ETFO to continue to withdraw services and their participation in a number of activities. The application focused on how recent actions by ETFO interfered with the normal activities of a school board, its schools, and school programs.
“It is time to restore relationships and regain public confidence in our education system,” stated Chair of the Board, Karen Round. “All activities that teachers engage in – before school, during school, and after school – are what make public education a complete learning experience for students.”
“Our application [to the OLRB] was about student, staff, and school community engagement,” stated Director of Education, Larry Hope, “Our expectations have always been, and continue to be, based on engagement, collaboration, and cooperation among all partners in the public education system. We look forward to continuing to work with all teachers in the system to provide a fully-rounded school experience for all staff and students.”
